REMARKS:License issued to James Graham, certifying him as a master and pilot of inland steam vessels on the Umpqua River. The license specifies that he is certified for the waters of the Umpqua River between Winchester Bay and the head of navigation [generally regarded as Scottsburg, Oregon]. When the license was removed from its board backing and frame, official notices from the Treasury Department were found inserted between the license and the backing. These described changes in law relating to the Navigation of vessels in harbors, rivers, and inland waters of the United States. One is labeled, "1897. Department Circular No. 91."
